MINUTES OF MILFORD CITY COUNCIL REGULAR MEETING
MILFORD CITY COUNCIL CHAMBERS

Mayor Eugene H. Mayer called the Regular Meeting to order at 7:00 p.m.
MAYOR’S WELCOME AND ROLL CALL
Present: Mayor Eugene H. Mayer, Council Members Cullen Carter, Nolan Davis and Troy Netto, City Manager Nedra Kennedy, City Recorder Monica Seifers, City Treasurer and Zoning Administrator Makayla Bealer, City Foreman Tom Bradshaw, City Attorney Leo Kanell
Absent: City Engineer April McKeon, Council Members Bryan Sherwood and Russell Smith
Visitors: LaReta Reynolds, Aubrey Reynolds, Chelsea Reynolds and Riley Reynolds – 4-H Appreciation; Deputy Mike Berg and Sheriff Cameron Noel – Neighborhood Watch Program
RECOGNITION AND RESPONSE TO VISITORS RELATING TO CITY BUSINESS
4-H Appreciation to City Council
Aubrey Reynolds, Chelsea Reynolds, and Riley Reynolds, each representing the 4-H Association, thanked the City Council for the use of the building for the Teen Council Meetings and for their continued support of the program. Mayor Eugene Mayer thanked the program members and offered the city’s continuous support.
Sheriff Cameron Noel and Deputy Mike Berg – Neighborhood Watch Program
Deputy Berg explained the purpose of the Neighborhood Watch Program, which is an effort to decrease the crime rate and drug and alcohol use by youth in the community. Deputy Berg has attended various meetings regarding the community-based program and it is apparent that drugs and alcohol have played a huge part in the associated problems. The Sheriff’s Department would like to hold public awareness and training meetings throughout the county and are requesting assistance from the municipalities for funding the program and to assist with the purchase of signs.
Mayor Eugene Mayer supported the placement of the signs. Council Member Cullen Carter asked if the Beaver County Commission was involved in supporting and funding the program. Deputy Berg replied that they would be asked to participate on a county level and each community is being asked to participate on a local level. Sheriff Noel added that the signs would not be ordered until after the community meetings to see what kind of support it would receive. City Manager Kennedy will review the city budget to determine if the expense of the signs could be funded before the new budget year. Council Member Davis commented that he felt it may help the Beaver County Sheriff’s Department in gaining the trust and support of the community.
Deputy Berg and Sheriff Noel left the meeting at approximately 7:30 pm
CONSENT ISSUES
MOTION: Council Member Cullen Carter moved to approve the consent issues including the bills and payroll, Minutes of September 4, 2007 Regular Meeting, and Financial Report August 2007. Motion seconded by Council Member Nolan Davis and carried unanimously.
ORDINANCE AND RESOLUTIONS – ROLL CALL VOTE
Ordinance 11-2007 “Technical Codes”
Ordinance 12-2007 “International Property Maintenance Code”
MOTION: Council Member Troy Netto moved to adopt Ordinance 11-2007 “Technical Codes” and Ordinance 12-2007 “International Property Maintenance Code”. Motion seconded by Council Member Cullen Carter. Roll call votes as follows: Cullen Carter – Yes, Nolan Davis – Yes, Troy Netto – Yes.
REPORTS & COMMENTS
· City Foreman Tom Bradshaw reported that the trench line on Max Mayer’s property had been relocated and backfilled.
· City Manager Nedra Kennedy requested approval to close the office for Harvest Day, October 22, to allow the office staff a workday in the records room. Historically, business is slow on this day therefore it would be a good time for the office staff to work on filing maps and purging records. Council Member added that if it is necessary, the council may consider designating one to two days per year for this purpose.
· Mayor Eugene Mayer reported there was a fire hazard at the Neeley property located at 91 North 300 West that needed to be addressed immediately. Council Member Davis asked Makayla Bealer to contact Fire Chief Les Whitney the following day.
· Council Member Carter commended the crew for their outstanding work on the streets and various municipal properties throughout the city.
· Council Member Netto inquired if the pool leak had been investigated and addressed. Foreman Bradshaw spoke with Johansen’s Pool Service who reported that it was possible there was a clog. The pool has been winterized; this issue will need to be reinvestigated next spring to determine exactly what the problem is.
· Foreman Bradshaw reported that the chemical storage building at the swim pool was under construction.

As there was no further business, the meeting adjourned at 7:55 pm.
