MINUTES OF BEAUTIFICATION BOARD MEETING
TUESDAY, NOVEMBER 27, 2006

Chairman Whitney called the meeting to order at 6:08 p.m.
Present: Chairman Les Whitney, Board Members Eugene Mayer, Bryan Sherwood and Monica Seifers.
Absent: Nolan Davis

CONSENT ISSUES
Approval of minutes from October 17, 2006.
MOTION: Board Member Eugene Mayer moved to approve the minutes of the October 17, 2006 meeting. Motion was seconded by Board Member Bryan Sherwood and carried unanimously.
OLD BUSINESS
Code Enforcement Officer Discussion
Mayor Eugene Mayer asked Chairman Whitney if he and Board Member Nolan Davis had finalized the proposal they had been working on. Chairman Whitney reported that they had not due to time restraints and asked to discuss the issue with the board. He explained that it was his understanding that the City Council would need to prioritize this as a budget item for the upcoming fiscal budget. He asked if the crewmembers were interested in the duties of the position. Monica Seifers reported that she discussed it with the city manager and there was no interest from the foreman; most of the crewmembers already have second jobs. City Manager Kennedy was not comfortable with having them take on the responsibilities, as it would conflict with the duties of the crew. Monica Seifers stated that regardless of who takes the responsibilities, they would need to be able to devote their attention and time to it without a multitude of other tasks if it was going to be effective. Chairman Whitney stated that it would need to be researched to prepare for the budget year. He suggested looking at the sheriff’s contract with the county to try to determine if a portion of the contract could be dropped to allow the funds to be used for in house code enforcement. The board discussed the duties of the code enforcement officer and the qualifications thereof. Monica Seifers stated that code enforcement envelopes planning and zoning, building permit, business licensing, etc. and would not be limited to beautification and nuisance violations. Bryan Sherwood suggested that the city council review the sheriff’s contract. The board reviewed the sheriff’s contract with Mayor Eugene Mayer commenting that the newly elected sheriff would be invited to attend a council meeting in January to discuss the contract. Bryan Sherwood stated he was not comfortable with the sheriff’s department enforcing Milford City’s codes; he felt more comfortable with the ordinances being handled in house and the contract being adjusted. Mayor Mayer commented that the code enforcement position would need to be compensated for the duties required to get the job done. Monica added that the code enforcement officer would need to be the priority of the position, it could not be a position that had multiple other responsibilities. Bryan Sherwood cited that a few months ago he couldn’t see any reason to continue with the Beautification Board stating that if the city cannot obtain a code enforcement officer, the board should not continue sending letters. Mayor Mayer stated that in each of his terms as Mayor the board has dealt with the same issues and are currently back at square one. Bryan stated he was not pointing blame, it was just how the system works. Mayor Mayer stated that the efforts of the Beautification Committee have been beneficial when the amount of cooperation is taken into consideration. The problem lies with the violators who continue to ignore the letters and requests of the city.
It was the consensus of the board to wait until after the city council met with the sheriff elect to see what his intent was regarding the contract. Board meetings were placed on hold.
