MINUTES OF PLANNING AND ZONING COMMISSION MEETING
July 11, 2007


In the absence of Chairman Thieme, Commissioner Carter was asked by the commission to chair the meeting.

The Milford City Planning and Zoning Commission meeting was called to order by Chairperson pro-tem Carter at approximately 7:12 p.m.

Present were, Members; Cullen Carter, Shawn Higgins, Robert Shaw and Terry Wiseman; Zoning Administrator, Arden Fowles. Visitors: Lana Shaw.

1. Review and approval of the regular meeting minutes of May 9, 2007. Commissioner Shaw made a motion to approve the minutes as written, Commissioner Higgins seconded the motion and all were in favor. The motion passed unanimously.

2. Review and discussion concerning a possible amendment to improve and update the zoning ordinance (section 13.34) relative to yards and setbacks.(this was an item from the previous meeting in which chairman Thieme asked the commission to bring suggestions to the next meeting) Administrator Fowles was asked to explain, He reminded the commission of the Beautification Committees request to look at the ordinance and see if it was practical to allow landscaping that was not dependent on water through the use of non-living material. The Beautification Committee is concerned with difficulties in enforcement when there are instances where a nicely kept, well landscaped yard using non-living materials is said to be running against the ordinance relative to single family dwellings. Commissioner Shawn Higgins made a motion to have a proposed amendment prepared for a public hearing and for action at the next meeting on August 8, 2007. Commissioner Shaw made a second to the motion. The motion was passed unanimously.

3. Review and action as necessary regarding open conditional use permits. After the commission reviewed the current / open conditional use permits which included: Chris & Cindy Hyatt, Lost & Found Academy, Ray Rollins, Angie Griffiths, Mike’s Tire & Oil, Julie Yardley, Beaver County School District, Jason McDermott, Bonnie Hardy, Bryan Sherwood, Commissioner Shaw made a motion that the commission armed with the permits, visit the sites under review and prepare to discuss possible actions at the next meeting. Commissioner Wiseman seconded the motion. The motion passed unanimously.

4. Commission Reports and Comments. As there were no further issues or comments Chairman Thieme adjourned the meeting at 7:40 p.m.
