MINUTES OF MILFORD CITY COUNCIL REGULAR MEETING
MILFORD CITY COUNCIL CHAMBERS
26 SOUTH 100 WEST, MILFORD, UTAH
TUESDAY, JULY 17, 2007 7:00 PM
NO QUORUM

As there was no quorum, Mayor Eugene Mayer opened the meeting at 7:05 pm for comments from property owners regarding the sale of surplus properties.

Present: Mayor Eugene H. Mayer, Council Members Troy Netto and Bryan Sherwood, City Manager Nedra Kennedy, City Recorder Monica Seifers, City Treasurer Arden Fowles, City Engineer April McKeon, and City Attorney Leo Kanell and Foreman Tom Bradshaw.

Absent: Council Members Cullen Carter, Nolan Davis, and Russell Smith.

Visitors: Matt Charron, Vic Esworthy and Russell Mayer – Sale and Negotiation of Surplus Properties.

Attorney Kanell explained that the City was interested in selling the abutting properties in Ironwood Subdivision along the golf course to the landowners and would like to know if there was an interest from those property owners.

· Russell Mayer stated it was such a narrow strip of property and offered little value to anybody.
· Vic Esworthy would like to make an offer on Lots 7A and 15. Council Member Sherwood explained that the property was included in surplus property for which the City was currently taking bids at a minimum of $120,000. Mr. Esworthy felt he had been excluded because he did not receive the same offer as the remaining property owners. Mayor Eugene explained that the other property owners approached the City showing their interest in the properties abutting their property, as they were unusable lots. City Manager Kennedy added that the lots offered to the property owners were unusable as they were landlocked; the City Council made the determination that Lots 7A and 15 were useable lots and included them in the surplus. Council Member Sherwood stated that the City was not aware that Mr. Esworthy was interested in the purchase of the lots.
· Matt Charron stated he would not refuse the property, but it was not worth a lot to him. He would like to clean it up and make it look nicer from his property as well as from the golf course. He offered a maximum of five hundred dollars explaining that with the fiber optics line running through the property and the easement, the property owners are limited with what they can do with it therefore it offers minimal value other than just being able to keep it looking nice.
· Council Member Sherwood cited that only half of the lot Mr. Esworthy was interested in was included in the surplus property. Mr. Esworthy replied that he would offer five hundred dollars for the half lot. Councilmember Sherwood stated the City would need to confirm availability of those lots.
· City Manager Kennedy reported that the Treasurer and Zoning Administrator position would need to be advertised.

ADJOURNMENT
As there were no further comments, the meeting adjourned at 7:35 p.m.
