MINUTES OF BEAUTIFICATION BOARD MEETING
TUESDAY, FEBRUARY 20, 2007

6:00 PM
Chairman Les Whitney called the meeting to order at 6:02 p.m.
Present: Chairman Les Whitney, Board Members Eugene Mayer, Nolan Davis, Bryan Sherwood and Monica Seifers.
Absent: None
CONSENT ISSUES
Approval of minutes from November 27, 2006.
MOTION: Board Member Eugene H. Mayer moved to approve the minutes of the November 27, 2006 regular meeting. Motion was seconded by Board Member Bryan Sherwood and carried unanimously.
OLD BUSINESS
Code Enforcement Officer Discussion – Use of Beaver County Sheriff’s Office
Board Member Nolan Davis reported that Sheriff Noel was preparing to review and increase the contract amount with Beaver City and Milford City. The sheriff’s office is experiencing a loss of employees and Deputy Cox will be placed back in the Milford rotation.
Recorder Monica Seifers commented that the City should not have to send letters requesting trailers and vehicles be removed from the public thoroughfare, those violations should be dealt with during normal shifts. Parking violations are part of the deputies daily routine.
Board Member Davis agreed stating that the code had been reviewed with the sergeants and deputies and expectations were clarified. The city does not expect the deputies to go out and issue citation after citation, but the obvious violations need to be addressed and when the City requests assistance in enforcement, the sheriff’s department needs to follow up. The only area of enforcement that was not agreed upon was the enforcement of four-wheelers and golf carts.
Board Member Sherwood stated that as long as the Beautification Board is enforcing the code, two members of the committee should sign off on the notice of violation. Ms. Seifers added that the notice of violations are an administrative order from the board and not individual members. Mr. Davis explained that if the deputies did not want to issue warnings or citations, the alternative is for the board to send the notices and if the violations are not corrected the matter would be turned over to the court. The deputies would then have to serve the court summons to the responsible person, so it makes sense to assist in issuing warnings and citations. Mr. Sherwood suggested that the administrative order include a statement that if the violation(s) are not corrected by the expiration date, citations will be issued by the Beaver County Sheriff’s Department.

Four wheeler and golf cart use was discussed by the members. Mr. Davis will meet with Sergeant Maycock to discuss enforcement and designating a route to be used as an access for OHV’s.
REPORTS
· Nolan Davis had advised Terry Wiseman to get the personal property of the front yard of his rental located at 126 North 400 West.
· Bryan Sherwood stated a lot of progress has been made by the board’s efforts.
· Monica Seifers asked the members if they would like to continue using the violations records, she would send more out in the packets.
ADJOURNMENT
As there was no further business the meeting adjourned at 6:50 p.m.
